I sincerely want to make an exception for this item, but I cannot.
Unfortunately, there are many potential problems with shipments outside the United States.
There exist USA "export restrictions" laws about technology-related things. Potentially, even this old simple little manual might be restricted. I don't know if it is restricted or not, and the laws are so complicated, it is impossible for me to find out.
I don't want to get in trouble with the government. Therefore, I must make an error by being overly cautious and I continue not to make shipments outside the U.S.

Shipping outside the U.S. on eBay is prohibitively complicated. In addition to the possible USA export restrictions, there are PayPal rules, international delivery methods to choose from (it is necessary to have delivery confirmation, and it's not always available), filling out customs forms, and more.
I read many web pages this morning trying to research international sales (which is the third time I've attempted this and given up). One of them said the export restrictions on technological materials can include items that are not very technologically advanced by today's standards. In other words, just because something is old doesn't necessarily mean it's ok to "export".
I know many people ship outside the U.S. on eBay. Most of them have more eBay experience than I do, and I suspect most of them do all the necessary research for a single type of item, and then sell large quantities of that item. I'm sure there are also some sellers who sell internationally without complying with all the laws and other rules, because they don't know about them.
